When i send an email and i attach a read reciept, it can go for months or
years before anyone reads it. In my line of work i need to have an answer
back asap. So i was wondering if there is a way that i can set a time limit
from when i send the message for it to kick back a message and tell me it has
not been read in however many hours i set it for?

i.e i send mary a message and set a time limit, i give her 8 hours to read
it, when 8 hours passes it kicks back a message and says the message you sent
to mary has not been read in the last 8 hours.

Simply put: No.

If you need a response, call the person if you have not heard from them.

Email doesn't even have delivery guarantees. Flag the message in your Sent
Items folder with a followup flag to remind you to check.

Don't rely on read receipts to provide feedback that the recipient has
read your e-mail. They may have (and probably have) disabled that
tracking feature so their e-mail client never sends back a read receipt.
