Can you set up recurring monthly meetings that ocurr on different dates; it's
the same meeting but it occurs on the second Friday one month and the first
Friday the next month?

Only if there is some pattern to it. If it's every 3 Fridays, for example,
you could set that up as a weekly recurring. If it's effectively random
then there isn't much you can do.
