when u do msconfig ...an u see services in that area how
do u know which ones are necessary an which ones are
not ...an does it help to have them stop running to
increase bootup time an shutdown time ..???

Yes shutting off unnecessary services or startup items
does reduce bootime and performance.
It would be wise if you disable items in Admin
tools>services if you write down what you did, just
incase things stop working that you want,and check the
dependencies tab.
 
Do NOT disable Services using msconfig!!!
Use Start | Run |Type: services.msc | OK
