Use the NET command. Here's several hundred examples:-

You can use sc from the res kit. You can also download svcutil from the free win32 tools page of www.joeware.net as it
will do it as well. Alternatively you can use rcmd from the reskit or psexec from www.sysinternals.com to run a command
prompt on the remote server on your local machine and do a net start/stop command.
