So I downloaded some updates and when I turned on my HP desktop it says "This
application has failed to start because umpnpmgr.dll was not found.
Re-installing the application may fix this problem" then if I click ok then
it goes to a black screen with the mouse still responsive but I cannot access
windows. I know I can system recover...but I have a LOT of files on their
that I can't have deleted. Is there a way do get this back? or what do I do???

Have you tried Last Known Good Configuration?
A description of the Safe Mode Boot options in Windows XP
http://support.microsoft.com/kb/315222/en-us

Otherwise when you try to boot and it seems to be going no further does
Ctrl+Alt+Del bring up Task Manager/

Is your computer a desktop or laptop? What is the make and model. Do you
have another computer? If yes, what is the make and model of that
computer?

Your problems could be the result of a malware infestation, The machine
may well boot into safe mode, which means you can run anti-virus and
anti-spyware software. However, a lot of malware now circulating cannot
be removed using standard programmes. You get the hangers on but the
real problem remains so be prepared for this.

The last known good configuration does not work. When I try to boot safe
mode it gives me the same msg. Task maneger does not start up if I try to
bring it up. All it does is go to a black screen. Like I said before. It is a
HP DESKTOP and the model is a612x. The computer im using now is my HP laptop.
Is there anyway to install the driver without accessing windows??

There may be other ways to access the drive but whether they will
achieve what you need to do or what they may be are outside my
experience.

To faciltate the recovery of your data files you can remove the hard
drive from your desktop and place it in an external cradle hooked up to
your desktop. The link below is to the Service Manual for your desktop,
which advice on removal:
http://h10032.www1.hp.com/ctg/Manual/c00065391.pdf

The next link illustrates what I mean by an external cradle:

Before trying that you might disconnect all hardware peripherals, except
keyboard, mouse and monitor and see if that enables the computer to
boot.
