Services crashing and error 271d (10013)

Twice in about two weeks now, I've had the following combination of
problems on a Win2000 machine with RRAS installed (actually it's a
single-server network with only 2 machines, my testing setup).

There are two physical network adapters, plus some dial-up routing
interfaces.

1) a number of services "terminates unexpectedly", in this order in
the event log:
- COM+ event system
- Network Connections
- Removable Storage
- RRAS connection manager
- RRAS
- event notification system

2) when I restart RRAS, an IPNATHLP error appears in the log amidst
the entries about the routing interfaces that become available: "The
DNS proxy agent was unable to bind to IP address 192.168.0.1".
This is the address of one of the two physical network adapters.

The error code in the log entry is 0x271d (decimal 10013), or "An
attempt was made to access a socket in a way forbidden by its access
permissions."
 
Check the bindingorder of the nics and make sure the internal nic is on top.
Internal nic should have a blank gateway.
DNS on both internal and external nic should point to your server-IP only.
ISP-DNS-numbers should be set in the tab Forwarders of your DNS-server.
You mentioned RRAS: make sure you've done the regedits in 292822.
