services.cnf not reading

My web server needed to be reformatted, so all files were
backed up and then replaced when done. When I tried to
access my web via FP2002, I received the error message
that service.lck could not be opened for reading. That was
resolved via the fix posted on MSKB. I then discovered
that the .cnf files were registered to NetMeeting; again
fixed via MSKB. Now I am getting the following error
message: Server error: Cannot open file "services.cnf" for
reading. I'm at a loss here. Thank you.
 
How did you replace the files
- if from a CD all files & folders are read on
(remove read only from all files and folders)
