Service Packs or Hotfixes Broke VPN Clients Error 721

VPN_Problem

We have a VPN that has been working fine for over a year. Recently we have
begun to have problems with clients. Clients would need to retry the
connnection up to four times to get connected. The error is usually the 721
error. Once connected they still worked fine. We have isolated the problem
down to service packs/hotfixes since SP3 on Windows 2000. Another post I
read on a tech forum suggested that it was not any one fix but doing them as
a bunch through Windows Updates. We cannot redo these machines as they are
scattered across the US.

We have tried with both our current VPN server on SP3 as well as a brand new
server running SP4 with all hotfixes with the same results.

I have seen some similar posts but none have mentioned that they eventually
get connected and I have not seen any solutions.

Any thoughts?

Make sure you have SP4 and follow the steps to make the registry change
noted in the article
