Service Pack Failure

Hi, I recently updated my computer to Windows Xp from my
previous version, 98. However I have run across 2
problems. The first one was that a system program, DLL
Host.exe would constantly lock up my pc, and restict my
ability to do almost anything on the internet. However, I
can get around all this hassle by a simple
Ctrl+Alt+Delete. How can I get this program off of start
up or fix it?

My next problem is about the Windows service pack. I have
tried multiple times to download only to return to my pc
at the update history page saying that the update
installation failed. I read somewhere that there was a
link to get the file to install without being on the
internet, can someone help me find that? That is what I
belive to be the problem, my 56k modem my be stopping
after an hour of download/installation.
