Service Pack 4 Setup Error

I'm attempting to install service pack 4 for windows 2000
on my PC and receive the following error:

The file C:\winnt\system32\tftp.exe is open or in use by
another application.

I have confirmed that the only application open is one
instance of Explorer, which is required to access the
update files.

What could be causing this problem?
 
Hello Louis,

Make sure the file TFTP.EXE has permissions for System and Administrator set
to FULL CONTROL.

Scan tftp.exe for a virus...

Check for viruses related to BLASTER. That file needs to be renamed and
other steps needs to be taken if you have such a virus. That file
should have NO commercial app using it, so, HIGHLY SUSPICIOUS. Look on
MS's site for KB824146Scan.exe Tool (MS03-039).
