Service Pack 4 for Windows 2000

I have applied the SP4 but it is fail. The Windows will
restart by loop. The GUI did not come up. I need fall
back to SP3.
 
Yes, I cannot boot in safe mode. How can I run the
uninstall.bat on the recovery console. I assume it
cannot run the program on the recovery console. By the
way, I have run the antivirus during the sp4
implementation. Thanks

By the way, I have recovered the Windows but the
Component Service seem cannot be started. How can I do?
Please advice. Thanks
