I haven't tried to repro what you're encountering but I doubt if you're
seeing a bug. It probably has more to do with the way you are promoting
the DCs. In any event, if you have a DC that does not have a dns zone with
subfolders containing the appropriate records then you need to repair that
prior to adding additional domain controllers. If DNS is not configured
properly you'll have a non-functional domain since clients find DCs by
querying dns for the appropriate records.

| I have tried this and wonder if anyone else has had this
| problem. Specifically, If I load windows 2000 server
| without any service packs, DNS loads ok and the subfolders
| in the zone are built during dcpromo allowing later
| additional servers to be joined. If I load Service Pack 4
| and then run dcpromo, the DNS is installed but is missing
| the subfolders in the zone (_tcp _udp, etc). I can then
| join an additional controllers but soon get a flood of
| replication errors that I dont get on the unpatched system.
