Service.cnf

Every time I try to open a few of my pages I get an error which says that there is a server error and the file "service.cnf" cannont be opened for writing. I just recently deleted my old site and imported the new info, would this have something to do with it? and How can I cange this? it wont let me edit or save my files till this service.cnf file gets opened for writing. Thanks for any help.
 
How did you import your site and where from?
