can xp pro be used as a server not just as a peer-to-peer
network, i.e. can an xp computer allow multiple network
users (up to 10) to access any files especially data base
files (.db) ?

In theory, if you can share the files on the xp machine,
there is no reason why everyone can't access them from
this central location, up to the maximum of 10 concurrent
users. The problems mainly arise when you regularly need
more than 10 connections at a time - then it's time to
move to a server O/S . The other factor to consider is
the specification of this machine. If you regularly have
10 users connecting, it could suffer quite a performance
hit unless it is up to the job.

The OS on the server can be set to allow the OSs on the clients
to access the shared files, but those OSs only offer the apps
(DB apps and others) the opportunity to resolve the issue of
concurrent access to DB files. You need to consult with your
DB vendor (or, maybe, just RTFM) to determine if the specific
DB app you use supports safe concurrent access from multiple
clients running the specific client OSs you use to a server
running XP PRO on a P2P network, and what (if any) constraints
exist on XP and DB configurations to guarantee safe concurrent
access.
