Server Too Busy - Only for Specific Users

Hello all. I have a small network with a DC running Win
2000 Server. We use this server for Terminal Services as
well. All client machines are 2000 Pro or XP Pro.
Everyone is able to access the server through TS just fine
with the exception of the 2 most recent users to my
network. They receive a "The session has been
disconnected - the server is too busy" error message. Any
ideas? Any help is greatly appreciated.
 
Anything in the EventLog on the Terminal Server?
Do you have a TS Licensing Server installed and activated?
 
Nothing in Event Viewer.
TS Licensing Server is installed - I see it as an option
in Administrative Tools - I thought you were allowed 2
concurrent connections without licensing, correct? I'm
new to TS, so I apologize...

No, if you have installed Terminal Services in Application mode,
you don't get any free connections. Every client needs a license,
but W2K and XP Pro clients get a free license from the Licensing
Server, once that is installed and activated.
Start TS Licensing manager and check under "Existing Windows 2000
TS CALs" if they are being issued to your clients.

You only get 2 connections for free and without any licensing
requirements when you run Terminal Services in Remote
Administration mode. But then you get a total maximum of 2
connections, and it sounds like you ususally have many more.

Other possible causes for this problem:
* too few server CALs (check in Control Panel - Licensing applet)
* limited number on rdp connections - check in TS Connection
Configuration - rdp properties)
 
TS is installed in Application Mode. All clients are
either 2000 Pro or XP Pro. The server is actually running
Small Business Server 2000. I have more CALS than users.
In TS Configuration\Connections\RDP Properties, under the
Network Adapter tab, unlimited connections is selected.
In TS Licensing, when I right-click my server, I get an
error message stating, "The Licensing wizard encountered
an internal error from the license server Message Number
0xc0110011. I do see my client machines under Existing
Windows 2000 License. One user has 2 machines (a laptop
and a desktop). He can access TS just fine from his
laptop, but gets the Server is Too Busy from the desktop.

Internal error 0xc011011 has the following description: "Database
is corrupt" and "Can't add a certificate to store."

This error message indicates that the terminal server licensing
database has become corrupt.
Usually it requires an uninstall and reinstall of terminal server
licensing.
 
Thanks, again Vera. Is that as simple as going into
add/remove programs and add window components, unchecking
and rechecking the box? What will this do to those client
machines/users already setup and working? Will it require
reconfiguration on their part?

I would absolutely reboot after uninstalling the TS Licensing
service, and then install it again.
You also have to phone the Clearinghouse to get your TS CALs re-
issued (if you have any purchased TS CALs).

You should not have to re-configure the clients. I'm not 100% sure
of this, it might be necessary to delete the locally stored
license on some or all of the clients, but I don't think so.
