"Server Too Busy" Message.

I keep getting the message,

"Terminal Services Client May Not Connect with "Server Too
Busy"

I've gone to http://support.microsoft.com to find help
there, and have done all the suggestions, but to no avail.
The terminal services was working fine, but we reinstalled
it and now it's not, hence this posting. I've tried to
connect with the IP address. I've tried to reinstall the
client on my machine, but I still get the same problem.
This problem is occuring on two of our servers, but not on
the other 6. We've rebooted the servers and that has not
helped either. I'm at a loss and I'm not quite for sure
what to do at this point. Any input or suggestions would
be appreciated.

Anything in the EventLog on the servers when your connection is
refused?
Can you ping the server from the client?
Have you checked your licensing?
 
I went and tried to make the connection and then went and
checked the Event Viewer. It didn't show anything at all
about Terminal Services. I can ping from the client by
the name and also the IP address. As far as licensing, we
are in Admin mode and no one can make a connection at all,
so the two licenses are not being used.

When I go to the Terminal Services Manager, where it would
say "RDP-tcp", it says, "Down (65542)"

We are going to re-install SP4 after hours today and see
if that makes a difference.

Would installing another NIC and "installing" RDP to it
have an affect?
