server pages are pointing to C:/. How can I reverse it?

In FrontPage 2003. I entered an http:/ address on my property page as the
base location of my index.htm and uploaded to my web server. Now all my
files are pointing back to my C:/ as the base location. I removed the entry
but Frontpage insists on replacing it with local or remote. And either seems
to work on the server.
 
You must first have a web / site open before working on your web content, and all items to be used
in the site must either be created in this open web / site or import into it prior to being used in
this web / site.

Did you actually have a web created and opened before working on pages?
