Server on Tools Menu not available - grayed out.

I'm trying to use FrontPage 2003 to configure unique permissions for a
subsite, according to the steps laid down here:
http://support.microsoft.com/kb/825451/en-us .

The web server is running FrontPage 2002 Server Extensions. I don't
have access to the Root web; I only have access to the subweb. The
server is not running Sharepoint services.

When I get to Step 2, which is "2. Click Tools, point to Server, and
then click Permissions", the word "Server" is grayed out.

How can it be made available?

Alternatively, given my limitations stated above, how can I configure
unique permissions for my subsite?

You must open the remote web in FrontPage to access those tools, not the
local web. And, it's only available then *if* the host allows it. Many
don't. Alternately, you'll need to contact them to set up what you want.

Thanks, Tom. To open the remote web in FrontPage 2003, I must be in
Remote Web Site view, correct? And since I can publish files from my
Local web to the subweb, I must be in Remote Web Site view already,
when I'm doing that, right?
 
When you open FrontPage, go to File | Open site and put in the address for
your remote web site, such as: http://www.mywebsitename.com
