First thing to do is to set your PC time or Timezone correctly.

Try the following, but use the POP3 server name of the current email
provider.

a.. On the Outlook Express Tools menu, select Accounts
a.. Select the Mail tab and then double click your email account
a.. Select the Servers tab
a.. Change the Outgoing mail (SMTP) field to smtp-mbb.three.co.uk
a.. Ensure that the Outgoing mail Server is not set to require
authentication
a.. Then select the Advanced tab and set the Outgoing server (SMTP) to 25
 
I should have pointed out that the settings I provided are for OE, but they
are exactly the same in WM.

they seem to provide internet access, but not email....

I am understanding that they are using a "wireless broadband Dongle'" from
3, that is used in the laptop for internet access, and thus to existing
email accounts, provided by other mail providers, I may be wrong?

They do offer advice on how to set up various mail clients, for sending via
their SMTP server
