Server is too busy ERROR

Hi
Im having several problems with an Windows 2000 Server with a Exchange 2000
Server. In my company we have 9 servers all of them with terminal server
working. But the one that holds the Exchange Server isnt working, I have
readed some knowledge base from microsoft and the problem was the same as it
describes, the RDP Protocol is DOWN and it shows a number 65536 i have
changed the Register as it says in knoledge base and write the missing key,
but i have the same problem.
Any idea or where can i have some help?????

Which KB article are you referring to?
This one gives as resolution to delete a couple of registry keys, not
adding ones. Check:

312030 - Cannot Connect to a Windows 2000-Based Computer with

Hi,
It was not that KB, that one i readed but does not apply to my case because
the Cryptography Key doesnt exist so, i dont think this KB can solve my
problem.
Besides that, any idea?

did you ever get resolution on this issue. I am having
