server has 8GB but sees 3.5GB

Hi All
I have a server running windows advance server 2000
and it has 8GB of memory installed (the server shows 8GB
when it boots), but the OS is only seeing about 3.5GB.
Has any one seen this problem before?

Win2k supports 4GB out of the box. You can enable PAE
which will give you up to 8GB but not many apps support
