Server get stuck while working in Windows Explorer

I am working on Windows 2000 Server with 200 user accounts. I experience a problem on the server that it get stuck for few minutes when working in Windows Explorer; Especially while assigning permission on home folders. Home folders are created for user accounts through active directory users and computers. Later I assign permissions on the home folders; like full control for Administrator and the user; Read and write permission for some teaching staff members (As I work in an educational institution).

Even the problem persists when I browse the explorer directories and files / copying files. What could be the reason? Service pack 4 is installed in the server and Symantec Antivirus Corp. Edition 8.0 is keep updated.

I would suggest that you run both dcdiag /v and netdiag /v on your Domain
Controller. In fact, running dcdiag /v on all your WIN2000 domain
controllers and netdiag /v on all of your WIN2000 Servers is a really good
idea every once in awhile.

These two CLI utilities are part of the WIN2000 Support Tools, which can be
found in two places: on the WIN2000 Server CD in the Support | Tools folder
or on the WIN2000 Service Pack CD in the Support | Tools folder. I would
opt for the Service Pack 4 CD....

This might give us a better view of what is going on underneath the hood. I
know that I have seen something similar before but can not remember what it
was...
