Server error: Cannot create folder "css"

My website: http://victimsoflaw.net on PowWeb -- it was very easy to publish
up until last Thursday.

A new company took over and my website was transitioned in the process.
Since then I cannot publish anything. The server has tried a number of things
but to no avail. The message I get is in the subject above.

The server extensions on the remote site are for FP2002 and I've been using
2003 without a problem up until the site trasitioned.

Has anyone here heard of this problem or have any solutions?
 
Have your host repair / reinstall the FrontPage extensions.
The configuration file is there, but the extensions info doesn't show up when the domain
is checked using Sam Spade.

This is what is returned:

Thank you but they repaired and reinstalled FP several times. I sent your
note to them but they said that wasn't the problem.

I just tried publishing one page at a time and that works, so at least I can
try and catch-up while I see what they come up with, if anything.

They asked me to print the screen so they can see the exact message I
receive. I don't know why they need it but I did it.

Again, thanks for trying. If you perchance have any other ideas I'd be most
appreciative.
