Server does not route?

Hello, all, I have a W2k SP4 Server, I have configured RRAS. RAS are working
well.

Routing does not works. From server console I do tracert news.google.es and
it is work fine. These are the first jumps 192.168.4.1, 10.6.213.129, etc.

I have a W98 client that it is default gateway 192.168.0.2 and I try to do a
tracert news.google.es and it does not woks because the first jump is to
192.1680.2 but then server does not route to 192.168.4.2 and 192.168.4.1 and
others machines.

Do you have any idea why the server does not route data?
Do I need reinstall SP4 or reconfigure RRAS or stop and star the RRAS
service again?
Do I need to install aditional software like ISA Server to route data?

The first thing to check is that IP routing in enabled in RRAS.

If the RRAS machine is an IP router, the problem could be at the next
step. What device is at 192.168.4.1 ? Does it know how to route traffic for
192.168.0.0 via the RRAS router?
 
Bill thank you very much for your idea.

The machine 192.168.4.1 is an ADSL router. I thougth that this machine had a
good configuration. I was mistaken.

I have added a static route in ADSL router
Destination Address: 192.168.0.0
Ip Subnet Mask: 255.255.0.0
Gateway Address: 192.168.4.2.

Now RRAS works well.
