server busy

everytime i'm on the net a window pops up and says ''this
action cannot be completed because the other program is
busy '' .

This makes my computer freeze and i have to restart.

Can anyone help me ?

There's a good possibility that this is being caused by a third-party
program (adware, spyware, parasite).
