I get the "Server App. Unavaliable" error when viewing my
localhost website on both of my Win XP sp1 with .NET
framework 1.0 and 1.1 installed. I suspect that the
recent IE security update causes this error, but I was
not able to find any answer anywhere.
When I go to Event Viewer to view the error, I see that I
get two errors.
The first is:
Source: ASP.NET 1.1.4322.0
Category: None
Type: Error
Event ID: 1007
aspnet_wp.exe could not be launched because the username
and/or password supplied in the processModel section of
the config file are invalid.

The second is:
Source: ASP.NET 1.1.4322.0
Category: None
Type: Error
Event ID: 1084
aspnet_wp.exe could not be started. The error code for
the failure is 800700CB. This error can be caused when
the worker process account has insufficient rights to
read the .NET Framework files. Please ensure that
the .NET Framework is correctly installed and that the
ACLs on the installation directory allow access to the
configured account.
