Server 2003 Redundant Active Directory, DNS and WINS

We are trying to get a second domain controller fully redundant. We have added the second server as another domain controller and it seems to replicate ok. Next, we setup DNS and setup an AD integrated zone and it seems to replicate ok. Next, we configured WINS to replicate with Push/Pull every 30 minutes. We also setup the second DC as a Global Catalog. So we think were all set since it appears everything is replicated. We put in DHCP the two IP's of the DNS Servers as the first servers. So here is the problem. If the first listed DNS server goes down (AD1), nothing will work even though you can go on AD2 and everything is present. It seems that clients and servers just wont use the second DNS server if the first goes down. There must be something we are missing. I would really appreciate your help!
 
Sounds like the second server doesn't have the correct records. You might
consider removing the existing zone. Then set up a new secondary zone that
points to the original as the master. See if it works then. Then convert
it to an AD integated zoe.
