Server 2003 Group policy issues

Was wondering if someone could point me in the right direction? I have a
server 2003 domain with three office location connected together with a VPN
using cisco pix firewalls. I'm trying to implement group policies on those
machines that are at our other locations...these location are on a differnet
subnets. Only clients locally in the corporate office get the policy updates
and I've tried everyhing I can think of to try. Also, we are running DCHP
here on the domain controller and the other offices are static ip address.

Is a DC in every site (office)? Should be ...

The DNS on the Client point to the AD DNS? Should be ...

You can´t deploy policies, if the client doesn´t find the SRV Records
of the AD in DNS. If the DNS settings are correct, you can fail
on the slow link detection.

If a slow link (per default less than 510kb/s) is detected,
some CSE´s won´t work.

Security Settings = On (and cannot be turned off)
Administrative Templates = On (and cannot be turned off)
Software Installation = Off
Scripts = Off
Folder Redirection = Off

Check Computer Settings\Administrative Templates\System\Group Policy
to define your slow link speed or define some the CSE to process even
a slow link was detected.
