Server 2000 limit client access

As we increase the users to our server we want to have them log on to
the server for authentication. We do not want them to have any rights
to use programs on their workstations.
When we reach a liscense limit on the server - the client has access
to their own computer and can run any program. Isd there a way to
prevent that.
