Serious problems with internet connection

Hi everybody,

Since yesterday I have serious problems with my internet connection,
since my computer (WinXP, S1) refuses to connect to the internet
properly. The symptoms are weird, somehow: Each time I connect, the
connection (LAN) is terribly slow, it takes like 20 second to access
google. Then I am only able to access one or two pages before the
connection breaks down and it is not possible to access any page
anymore (it seems to have something to do with the amount of received
data). It is the same with, lets say, Eudora. After logging out and in
again, I am able to check my mailbox once or twice, then Eudora says
"no buffer space available (10055)". I checked my buffer settings,
they seem OK (TCP receive window: 65535). I tried the double amount,
but no change.
(This is also how I am posting this mail, by logging off, logging on,
and by hoping that my system at least allows me to press the submit
button).

It has nothing to do with the LAN I am connecting to, since I tried my
friend's computer on the same network and it works fine as usual (as
mine usually did). Also, I tried to connect my computer to a Wi-fi
network in my area, but the problem is the same.

I don't know what happened. The only thing I did was installing the
program "POP Pepper" (a small tool for checking mails, you know it
perhaps). But this was some days ago and everything worked fine after
the installation (also on another computer where I had tried the
program before).

Also, I tried the system restore function of XP and chose a point
before the problem occured (and before I had installed Pop Pepper):
Again, no improvement.

Low memory cannot be the problem, neither can be HD space.

I am feeling kind of helpless (and really don't want to re-install
windows).

Has anybody of you an idea what the problem can be?
