Serious pop-up problem

My husband and my sister, both using XP, are having
serious problems with popups. They always say "Messenger
Service" in the window title bar, and have various
messages in the body of the window, most about blocking
popups and some suggesting lewd material. They come in
every 45 minutes or so, in batches one right after
another. I downloaded a popup blocking software on my
sister's machine, and it is blocking any link you click on
a website properly, but these barrages of popups come all
on their own with now activity from a user. If you're
away from the computer for a time, when you come back you
have a screen full of them. Anybody know why this is
happening or how to stop it? If you click okay to one of
the ones suggesting it is there to help you stop the
problem, it gets worse!

Click START .... RUN .... and type in services.msc ... click OK
Scroll down the list of services and right click on Messenger.
Click Properties. Click Stop (to stop the messenger)
Then change the Start Up type to Disabled. Click OK.
