Serial Modem in Windows XP

Hi
I have an external serial modem connected to my pc. The only way I can use this modem is by turning it on before I turn on my pc - it never used to do this in windows 98. Is there any way to fix this so I don't have to make sure my modem is on every time that I turn my pc on?
 
Either learn to turn the modem on first or add new hardware wizard if you
forget. You'll have to live with it - it has been this way since the dawn
of NT OS's (NT, 2k, XP, 2k3 ) are all NT kernels, and the design/thought
process is "Why load drivers for hardware that's not present" - the reason
NT is more stable than that wobbly 9x OS.
