Seperate policy for Operators and Admins

Kind of new at this have Windows2000 SP4 running and need to create a user
policy seperate from the Administrator and is stripped down to almost nothing
to allow for running a specific application on a production line. I have
attempted to edit the group policy byut can only do this as an administrator
which cascades to all the profiles. How can this be done and still retain
administration to all the applciations.
 
If I read your post correctly, you could put the users and admins in
separate OU's with different Group Policies or use Group Policy "filtering"
by adding the users you do not want the policy to apply to a global group
and giving that global group deny permission for "apply" to that Group
Policy. The link below explains more and be sure to read the section on
