I followed the instructions, but I must be doing something wrong:

Tools>Email Accounts>View or Change>Deliver Email To The Following
Location>New Outlook Data File

However, after going through all that and adding a new .pst file and
restarting Outlook, I still see only Personal Folders in the dropdown below
Deliver Email To The Following Location. How can I create a new location?

The only way to have a separate Inbox for each POP3/SMPT e-mail account
is to create separate Outlook profiles for each (or, depending on your
Outlook version and mode, you might have to create separate Windows
logins instead). If you only want to use one Outlook profile, you'll
need to set up rules to move incoming messages to separate folders based
on the account through which they were received.

If you need more help with this: What version of Outlook are you using,
and if 98 or 2000, what mail support mode? If you're not sure, look at
the second line of Help | About Microsoft Outlook -- it should say
"Internet Mail Only" or "Corporate/Workgroup". (Outlook 97, 2002, and
2003 don't have separate modes.)

In

*.pst aka personal folders are the only option - if you change the display
name of your new pst, that name should be listed along with your first pst.

what exactly are you seeing?

I set up rules to move messages to separate folders based on the received
account. Thanks for your advice.
