sep adware is always sent to the quarantine without asking
me. because of this, i'm repeatedly warned that it is
trying to install on my computer. can't i just delete it

I don't agree with your statement of causality. Quarantine should be safe
from execution, so, in fact, I think it is worse--Microsoft Antispyware is
telling you it has cleaned, when it has not.
Can you try cleaning this bug via a full, deep scan in safe mode?
I can delete it once it's in quarantine, but I can't find a
way for it to be put in the list of threats found. It goes
straight to quarantine without asking me.

This sounds as though it is being found via a scheduled scan. Quarantine is
the default for threats found in a scheduled scan.
Or--are you one of those who doesn't get a proper UI at the end of a manual
scan--you don't see a list of threats with drop-down choices by each as to
disposition?
