Sent More Than Received !!

I have a friend have a very strange phenomena which is when connect to the
internet and after 5 mints, he finds that the sent data is double of the
received which appears down in taskbar with two computers giving lights

... is it a virus or what ..?

could be? or spyware?
 
so what can I do
do you know any good program or something
I tried Spybot Search and Destroy program, but it did not solve it..

any ideas ??
