sent appointments being changed by one hour upon acceptance

We have multiple workstations all using Outlook 2003 connecting to an
Exchange 2003 server. All time zones have been confirmed on both workstation
and on the mail server as well as the DCs. The time zone has also been
confirmed within Outlook under the Calendar Options. When the appointment is
sent to the invitees it is received one hour later than on the scheduler's
workstation. Intermittently some invitees will show the correct time while
some show 1 hour later. After reviewing the config of the workstations it
doesn't appear to be a DST issue since they are all setup the same. Is there
any other items that could be causing this to happen?

FOUR settings need to be the same:

WINDOWS 'Date and Time'/'Time Zone'
AND
WINDOWS 'Time Zone':
'Automatically adjust clock for daylight saving changes'
should be the same as the other PCs.

OUTLOOK 'Calendar Settings':
Tools>Options
Calendar Options
Time Zone
AND
'Adjust for daylight saving time'
should be the same as the other PCs.
 
I apologize for not being more clear. I think i have eliminated time
zone/date time from the equasion. I have verified these things already, time,
date, time zone, both within Outlook and each Windows system. Is there
another variable that i have missed that could be causing the issue?
