sending text data through Web or modem

Where can I get information on building a web application that can send, via
the Web, a text message to a portable device or another computer?

And where can I get information on sending the same text message from a
Windows application and a modem to another PC?
I've posted this question several times in this NG but people always reply
by telling me where to download an app that offers this service.
I'm interested in making the application.
