Have you tried starting Outlook in safe mode ("outlook.exe /safe") to
see if it then works? If it does, I'd suspect an add-on was causing the
problem (Tools -> Options -> Other -> Advanced).
Do you have an anti-virus product scanning your e-mails? If it has
separate selections to scan inbound e-mail and outbound e-mail then
leave the inbound e-mail scanning intact (as it seems to not interfere)
and disable the outbound e-mail scanning.
If you are using a firewall, you might want to delete any rules
pertaining to Outlook and have them recreated. I use NIS 2003 recently
installed as an upgrade. I had problems sending e-mails. I deleted
Outlook from the application list (which was set to Automatic for
configuration) that are allowed to make network connects. I have NIS
configured to NOT automatically create rules for applications since I
want to know when an application want to make a connection. I then
reloaded Outlook and did a mail poll which then popped up a prompt
asking me to allow Outlook to connect. Instead of selecting Automatic
for configuration, I selected Permit [All]. I'm currently discussing
problems with NIS 2003 regarding their "Automatic" configurations which
don't work and the user will still get prompted later and have to select
Permit all connections (and always remember that selection). Or
manually define an application rule for <path>\outlook.exe that allows
connects through ports 25 and 110 (or other non-standard ports if
required, like when using SSL connects). If you have proxies between
Outlook and the firewall (I use SpamPal to reduce spam and YahooPOPs to
access Yahoo e-mail without having to pay for their POP3 service),
you'll need to define applications rules to let them connect.
