Here's one method...

Export your emails from Windows Mail to a folder...

File > Export > Messages > etc.

Either burn a CD/DVD, transfer via Web file transfer facility, or even
(if the folder is not too large) use web mail to send it to yourself.

Then on the other computer....

File > Import > etc.

Aaagh I thought there would be an easier option. I will just use my hotmail
account! Thanks anyway

Wait for further suggestions....

BTW if you had "leave messages on server" option selected
on your original PC you will still be able to download them
on your new PC providing they haven't expired on the server.

Since you have a Hotmail account the method I suggested is easy...

Export your mails to a folder on PC1.
Mail the folder via Hotmail to yourself from PC1.
Read the mail on PC1 and download the attachment.
Import the mails from folder on PC2.

If you mean *future* emails (not the ones already downloaded,
you can do so by configuring both computers to leave a copy
on the server.
