Sending in the name of someone else

I just found out that everyone in our Exchange2000
Organisation is able to send mails in the name of someone
else. (add the "from" field in the Outlook Window and
select a different user from the Global Adress List)

Is there an option to prohibit this?
 
Check the permissions in Active Directory. They're obviously set too
broadly. You may need to check parent containers.
