What is the per-message quota for your ISP (i.e., how big can an
outbound message be)?

How much disk quota do you get with your account with your ISP?

How big is the message with both its content and attached file?

Do you scan outbound e-mails using an anti-virus program?

How many recipients are listed in aggregate in the To, Cc, and Bcc
fields?

"Can't send" is as descriptive as tell the car mechanic "it don't work".
Report back with what exactly what happens in the e-mail client and what
error message occurs. Vague questions result in vague answers.

I use to have outlook 2000 and i never had any problem.
Since i have 2003 along with Mc Affee ...

The limit of my isp is 7Mg. I have about 20 Gb free on my
disk.

Recreate your mail profile;
Control Panel-> Mail-> button Show Profiles

Recreating your mail profile is a good practise after an upgrade or
downgrade of Outlook

So, have you tried disabling McAfee's scanning of e-mails? I assume by
"McAfee" that you meant their anti-virus program although they have LOTS
of products. Disable e-mail scanning in your anti-virus software to
eliminate that as a potential source of the problem.
