Sending Faxes through Outlook issue

is it possible to tell Outlook NOT to include the message body as the first
page? I have a client who generates the cover page and (more often than not)
several documents that all need to be included as one fax job. However,
Outlook always sends out the message body in the fax as the first page.

Actually Windows XP Fax is the first Fax Service version that fixed that
behavior, as we documented here:
