Sending fax fails all the time

When sending a fax to a specific faxxnumber, it will alsways fail (xp msfax).
When using a fax machine it works fine

used different modems and pc's and OS, makes no differance.
Other people have the same problem to this faxnumber.
please help!!!!

Tried HCL modems and non HCL modems makes no differance.
