Sending Email

I have OL2003. When I compose a message and get ready to send it, there is no send button within the new message file menu to send it.
After I set up my accounts, I ran a test and every thing worked fine. But if I move my new message to my outbox and try to send it that way, it does not send the message. I t stays in my outbox.
If I hit the send/receive button with the message still open and not in my inbox, the message disaapears. If I hit the send receive button after I send it to my outbox the dialog box opens and goes through all the motions of sending a receiving, but nothing happens. Can someone please help me.
 
Does it work if you open the message and press Alt+S or Ctrl+Enter?
