Click on Tools/Accounts then your mail account then Properties.
If there's no check mark before Include this account when receiving
mail or synchronizing, click on the box there to make one and then
click Apply and OK. If there's already one, click on Cancel instead.
After either, click on Close.

What happens when you try?

When I try to send so nothing happens, all emial are constanly in the outbox
! Only when restart Windows Mail, program starts sending

It happens all the time ! Also when I start Windows Mail then clicking
Send/Receive - it's workjing fine. After trying to send email - stops working
properly and nothiung happens, from now program is checking email only
automaticaly as set for 15 min

It's OK and doesn't work

click Apply and OK. If there's already one, click on Cancel instead.

I'm having the same problem I think. Will send/receive at startup, will
happily check for emails periodically until I send an email. Then it sits in
my outbox and wont send until I close the application. If I manually click

The underlying cause of this problem is often an incompatible
antivirus program. More on that below.

To solve your immediate problem, use this fix:
http://support.microsoft.com/default.aspx/kb/941090

To prevent future occurrences, read on:
Windows Mail is not compatible with most McAfee
or Norton security programs. Those will need to be
uninstalled, not just disabled.

After uninstalling your non-compatible antivirus, download
and install a more compatible antivirus like the free Avast:
http://www.avast.com/eng/avast_4_home.html

Even compatible antivirus programs will need to have their
email scanning option turned off. For more on this topic see
http://www.oehelp.com/OETips.aspx#3

To solve your immediate problem, use this fix:
http://support.microsoft.com/default.aspx/kb/941090 - Vista says it's not appropriate for my system

Problem still exists !

Have you attempted to move or delete the emails that are sitting
in the Outbox? If at least one of those is unmovable/undeletable,
the Microsoft fix referenced below should work.

If the issue is something else, let us know what error message
you get when you try to send. If no error message, then the
advice I gave below concerning incompatible antivirus software
applies.
