sending email out with windows live

I can't send any mail out by way of windows live. I think I set it up all
wrong. I have Quest as my ISP but I don't know their email set up message.
I know it has something to do with POP3 or SMTP.
Can someone help me?
 
What do you mean by "windows live"?
Is your email program called Windows Mail, or Windows Live Mail, or
do you use a browser like Internet Explorer to read your mail?
