sending calendar requests in email

We used to be able to send/receive meeting requests with
the option to accept, decline,etc. Something has
happened where the requests are now coming in with this
info in the body of the email, but not in a version that
goes directly to the calendar.
 
Outlook version? Are you using Exchange or an Internet service for your mail server?

I wish to send a meeting request or appointment notification to another perosn(MD), but I do not want them to open the e-mail/reqest for them to know that there is a meeting or appointment that they need to followup on. Also, i want to be the only one from my entire workgroup that will be able to send to this other person(MD). I have tried to send a normal request, but he still has to open the e-mail/request.

Please assist.
