sending attachments from word does not include Outlook signature or use Outlook rules

I have a user at our law firm that has a signature attached to all of
his messages. He also has an outlook rule that places a copy of all of
the messages he sends in the inbox. When he is in word and chooses
File > Send > Send to mail recipient as attachment, the new email
opens, but it does not include his signature. Once he sends it, it
does not follow the rule that he has created. Any ideas why this
doesn't work. Any ideas why this doesn't work?

This is normal, if unexpected behavior. If you want all the Outlook features, create the Outlook message first, then insert the Word .doc.
