send to mail recipient inoperable

I have no send to mail recipient in the send to folder. When you right click, it is not an option. When you click send to email on the file and folder task, nothing happens.
 
Set OE as default mail client. Type "msimn.exe /reg" in the RUN box. And
type "regsvr32 sendmail".
